What constitutes a great tweet?

Is it the source tweeter?  The one who first tweeted that Obama News Tweet?
Is it the good 140writer? (140 char min- for those who left the twitterverse)?
Is it the Filter?  The one who has a nose for the most important and/or though-provoking scrap of news available?

Or is it the serendipitous fling of a tweet that may very well be news in and of itself, like the first Obama Tweet, or the Kutcher tweet heard around the world?

It is all of these things, and so much more.  And we at ObamaCare.tv strive to apply our completely impartial (cough cough) standards to our selection of the greatest Obama Tweets out there, through which we want to tell the ObamaCare story, the good, the bad, and the bored...and all points in between.
